11th House Initiatives is a nonprofit organization that builds the coordination infrastructure, operational systems, and implementation capacity that community-serving programs need to work. We focus on the gap between available resources and actual outcomes — and on closing it.

Our Mission

11th House Initiatives advances equitable community outcomes by strengthening organizational capacity, developing effective systems, and launching programs that address unmet needs in underserved and low- and moderate-income communities.

The Problem We’re Solving

Most communities don't suffer from a lack of resources. They suffer from a lack of infrastructure to use them.

Public-benefit programs exist in abundance. So does funding. What's missing is the operational capacity to move households and organizations from awareness to eligibility to completed outcomes. Programs are fragmented. Systems are complex. Implementation stalls. Resources go undeployed.

11th House Initiatives exists to solve that problem — by building the coordination infrastructure, implementation systems, and organizational capacity that allow community-serving initiatives to deliver on their promise.

Our Approach

We function as an implementation backbone. Our role is not to replace what partners do well — it's to build and operate the operational infrastructure that makes the whole system work better.

That looks different depending on the context. Sometimes it means moving households through fragmented public-benefit systems. Sometimes it means helping a community-based organization build the administrative and operational infrastructure to sustain and scale a program. Sometimes it means designing the coordination systems that allow multiple partners to work together effectively.

In every case, the goal is the same: practical systems, clear accountability, and measurable outcomes.

We work alongside public agencies, utilities, housing authorities, nonprofits, contractors, and community organizations. Our work is designed to strengthen what exists, fill genuine gaps, and avoid duplicating what partners already do well.

What We Do

Health, Housing & Energy (HeHE)

Our primary program framework is the HeHE model — an integrated approach that connects income-qualifying households to energy efficiency, electrification, housing stabilization, and healthy homes resources through coordinated navigation and whole-home implementation support. HeHE treats housing conditions, energy costs, and health outcomes as interconnected systems, because they are. Current HeHE programs include MEA-funded community outreach and electrification education, residential energy efficiency and electrification retrofits, and housing stabilization and health and safety repair services on Maryland's Eastern Shore. Collaborative Implementation Support

Some community-serving initiatives have the vision, the partners, and even the funding — but lack the operational infrastructure to launch and sustain effectively. 11th House Initiatives provides backbone support to emerging or capacity-limited efforts that align with our mission, including program administration, operational coordination, compliance and reporting support, partnership facilitation, implementation planning, and community navigation systems. We're particularly interested in initiatives that strengthen community resilience, improve equitable access to resources, and address implementation gaps in underserved communities. Capacity & Systems Development

Strong community-serving programs require more than funding. They require operational systems, administrative infrastructure, clear workflows, and implementation capacity. 11th House Initiatives works with nonprofits, public agencies, and community-based organizations to build the practical systems and organizational foundations that allow programs to operate effectively, sustain over time, and scale when ready. This includes implementation planning, workflow development, grant and compliance support systems, program management frameworks, reporting infrastructure, and partnership coordination. Our Foundation

11th House Initiatives was founded by the leadership of Eleventh House Solutions, a consulting firm with more than fifteen years of direct experience designing and managing energy, housing, and healthy homes programs across Maryland and Delaware — with $8M+ in community-serving programs delivered in partnership with state agencies, utilities, housing authorities, and nonprofits.

11th House operates independently with its own Board of Directors and governance structure, supported by a formal service agreement with EHS for administrative and technical assistance. This structure gives 11th House operational infrastructure and a proven track record from day one.

Where We Work

Currently focused on Maryland's Eastern Shore, with experience across all nine Maryland counties and three Delaware counties. Programs serve rural, underserved, and low- and moderate-income communities.
